Face It, Captain America Needs to Give One of His Villains a Comeback ASAP

There's a seriously underrated villain of Captain America's that needs to make a return sooner rather than later. Captain America has a good bench of villains as far as rogues go, but he's got one solidly decent opponent that only ever made a single appearance.
