Magdalena Andersson, leader of Sweden’s Social Democrats, informed Speaker Andreas Norlén on October 13, 2026, that she has failed to form a government following her second exploratory mandate. Despite the centre-left bloc securing a narrow majority in the September 13 general election, internal ideological divisions have rendered the 176-seat victory currently unenforceable.
The collapse of negotiations centers on a “cabinet-or-nothing” ultimatum from the Left Party (Vänsterpartiet). The party has explicitly stated it will vote against any Social Democratic minority government that does not include them as formal cabinet members. Conversely, the Center Party has maintained a strict refusal to support or cooperate with any administration that grants cabinet seats to the Left Party, creating a mathematical paradox for Andersson.
Speaker has scheduled a formal parliamentary vote for Thursday following the collapse of negotiations.
In the September election, the centre-left bloc won 176 seats, edging out the right-wing bloc’s 173 seats. Under Sweden’s system of “negative parliamentarism,” a Prime Minister does not need a majority to vote in favor of their appointment, but they must not have a majority (175 seats or more) vote against them. With both the Left and Center parties threatening to use their votes to block the other’s preferred arrangement, Andersson’s path to the premiership remains obstructed.
Speaker Andreas Norlén has scheduled a formal parliamentary vote on Andersson’s candidacy for Thursday, October 15, 2026. While Andersson has admitted she is likely to fail, the vote is a procedural necessity under the Swedish constitution.
Until a new government is successfully formed and confirmed by the Riksdag, Ulf Kristersson remains the outgoing Prime Minister, leading a caretaker government. This caretaker administration oversees day-to-day operations but is restricted from making major new policy initiatives. This marks the end of Andersson’s second attempt to bridge the divide; she previously surrendered a first mandate on September 28 after encountering the same structural deadlock between her potential coalition partners.
