President Asif Ali Zardari signed a proclamation on October 11, 2026, imposing emergency and governor’s rule in the Khyber Pakhtunkhwa province. The move effectively suspends the provincial government led by the Pakistan Tehreek-e-Insaf (PTI), the political party of imprisoned former Prime Minister Imran Khan, and transfers administrative control to the federal government.

The federal government invoked Articles 232 and 234 of the Pakistani Constitution to bypass the provincial assembly and assume direct oversight. Shortly after the proclamation was finalized, Chief Minister Sohail Afridi was detained. Under the current arrangement, the Governor now manages provincial affairs, supported by an 11-member advisory council.

Security Justifications and Legal Challenges

The federal government has defended the suspension of provincial autonomy as a necessary response to a deteriorating security environment. Law Minister Azam Nazeer Tarar cited official data showing a 195% increase in terrorist incidents within the province between 2024 and 2026. The ministry stated that the surge in militancy required a centralized command to stabilize the region, which shares a long and porous border with Afghanistan.

The move faces immediate legal resistance. On October 12, 2026, a petition was filed in the Peshawar High Court challenging the constitutional validity of the emergency rule. Opponents of the measure, including PTI chairman Gohar Ali Khan, have described the intervention as a “major political mistake” that contradicts democratic principles. While the government maintains the focus is security, PTI leadership has characterized the move as a politically motivated effort to dismantle the party’s primary power base.

To maintain order during the transition, troops have been deployed across the province under Article 245 of the Constitution. This article allows the military to act in aid of civil power to maintain law and order when requested by the federal government.

Impact on Civil Life

The imposition of emergency rule has led to significant disruptions in daily life and governance across the province’s districts. Local authorities have indefinitely postponed Secondary School Certificate (SSC) examinations in several major districts, including Peshawar, Mardan, and Swabi.

The outcome of the Peshawar High Court petition may determine whether the federal government can maintain its direct control over the PTI stronghold.
